The U.S. federal government is already very familiar with smart card and
biometric security technologies. They are in electronic passports and the
governmentwide Personal Identity Verification (PIV) credential used by all
federal government employees.
Smart cards are a proven high security technology already used in billions of mobile phone SIMs, credit cards, transit fare cards, electronic passports and other identity credentials.
A properly designed system makes each use of the digital identity credential
unique. This prevents criminals from eavesdropping or using a data breach to get
a copy of a legitimate identity verification transaction and then trying to
reuse it. All external communications are encrypted, and the card itself is
designed so secret information, like the biometric, never leaves the card.
Security information cannot be read from outside the card.
