This program must be implemented in a way that enhances the identity security of individuals and protects their privacy in a sensitive way.
It is important to privacy that individuals to have control of their identity. A card is an ideal way to give people control, because each individual can decide when they want to use it to prove their identity.
In addition, biometric technology is very security and privacy sensitive because it gives people control of its use. Since people’s identity is rooted in their body, using their body to confirm their identity will build trust for cardholders as well as those who need to verify their identity.
Two fine points are that first, the entire fingerprint is not used, just a
mathematically derived pattern called a fingerprint template. Second, the
fingerprint template resides on the card, so you carry it with you to have it
when you need it. Using a technique called match-on-card, the computer in the
card evaluates the finger scan against the template to confirm the match. This
is privacy sensitive, because people will appreciate there will not be copies of
it stored in terminals or databases, nor going across networks or the Internet.
