Azerbaijan
has just started implementing a national eHealthcare program, the first
large-scale eGovernment project in this biggest and most populous country of the
South Caucasus.The Ministry of Health is driving the initiative, which will enable Azeri citizens to submit electronic rather than paper-based insurance claims after having accessed social security services, speeding up the reimbursement process. Gemalto will provide its eGovernment middleware as well as three million Sealys smart cards for identification and security purposes, while its local partner Bestcomp will act as systems integrator for the project.
The pilot phase began in February 2008 and a progressive rollout of the smart cards will take place over the next two years. Over time, however, the cards will also act as a foundation for the entire population to access a wider range of social security benefits.
