Tablet users tend to connect through Wi-Fi and this creates a challenge for operators to promote adoption of 3G/4G data connectivity.
When people buy their devices outside of the MNO store network, they often
choose models with Wi-Fi connectivity only.
This makes it harder for mobile operators to promote their 3G/4G services and
data plans. Even when users own a 3G/4G ready - device, they rarely go to the

The solution enables MNOs to roll-out generic UICCs as an option in stores
where tablets and mobile PCs are sold.
When the user first inserts this UICC, the device is able to connect to a 3G/4G
network even if the user has not yet purchased a subscription.
Thanks to this, MNOs can then promote their offer or provide end-users with free
access to 3G/4G for specific applications. In situations where there is no Wi-Fi
coverage, users will be shown a web page that invites them to select the most
appropriate data plan.
