In
November 2007 the Workgroup for Electronic Data Interchange (WEDI) released its
Health Identification Card Implementation Guide 1. Although WEDI is not a
recognized standards body like the U.S. government agency NIST, the overwhelming
majority of the nation's private and public insurers have adopted WEDI's
recommendations. Unfortunately, the WEDI guide does not include the "gold
standard" technology for identity assurance and protection – chip-based smart
card technology. Instead the guide features only outdated, unsecure technology
offering little to protect patient privacy and security and reduce fraud such as
medical identity theft. The guide includes technologies such as barcodes and
magnetic stripes which have been proven to be unsecure and unable to meet the
security requirements in the 21st Century. In addition to their inherent
weakness, these patient ID cards can also be easily duplicated which provides
the opportunity for medical errors and fraudulent use.
