eGovernment services in Qatar : Hukoomi

Single Sign on, strong identification, authentication and signature for 650+ e-services​​

Qatar is a Middle East state in the gulf region with a fast-growing population of nearly 2m people. 

This thriving and influential country has been a pioneer in creating a modern and efficient public sector. 

Central to Qatar's remodeling of government services is Hukoomi, the official online information and e-services portal of the Government of Qatar. 

Around 500 services are at the fingertips of those who work, live and visit Qatar.

Leveraging the national ID cards​

As an Identity Provider, the Ministry of Information and Communication Technology (ictQATAR) is a centerpiece to the transformation of eGovernment services. 

Qatar decided to exploit the country's national ID smart card capability of identification and authentication of citizens on its e-Government portal. 

To improve the end user experience and broaden access to the portal, in early 2014, ictQatar introduced a solution for eGovernment services​ : Gemalto Government Digital Identity Services​​.


Users can now digitally sign online documents and application forms by using their eID.
A simple mouse click at connection activates the secure authentication process. Once connected, the user can access any of the various online services thanks to Single Sign On. 

Hukoomi 3 launch

In March 2017, the new generation of e-government portal Hukoomi 3 was launched. The new generation of e-government portal offers users over  650 different transactions from home and supports accessible all mobile phones, as tablets and desktops.
