1. Challenges for OEMs.
When consumer device OEMs want to add mobile user experience to their devices, they need to rely on Wi-Fi, tethering or to pre-provision devices with a connectivity subscription during the manufacturing process before activating a full mobile subscription. Thus introducing constraints to the end-users or increasing manufacturing and logistics complexity and costs.
2. Challenges for mobile operators.
When mobile operators want to sell devices with their own mobile subscription, they have to rely on first Internet connectivity (e.g. WiFi or smartphone tethering via Bluetooth) to allow the mobile device to connect to their back-end in order to retrieve the operator's eSIM-based mobile subscription. Thus it lengthens the subscription activation process and alters the overall user experience.
Alternatively, they can rely on a profile pre-provisioned into the device in the OEM's factory. But it results with higher lead times and increased logistics complexity while adding unnecessary costs coming from devices with low activation rate.
3. Challenge for end-users.
When end-users wish to activate their eSIM-based mobile connectivity subscription onto their newly acquired eSIM-compliant device, they first have to rely on non-cellular Internet connectivity (WiFi or Bluetooth) to retrieve their final mobile subscription. It is time-consuming, possibly not free and may simply fail, providing a poor and painful user experience.

It introduces a new way for mobile networks operators (MNOs) to activate the eSIM connectivity without WiFi/Bluetooth and without assigning the network resources ahead of time, these are only assigned when they are really needed. It prevents MNOs from preloading profiles in devices with low activation rates.
